空气中那种令人恶心的霉味消散了，取而代之的是一股咸腥的鱼腥味。
城墙上，挂满了一串串正在风干的鱼干。
县衙前的广场上，二十一名新卒正在操练。

之前县衙的捕头王悍，此时正担任教头。
他手里拿着根棍子，大声吼着。
新卒们齐声大喝，手中的长枪猛地刺出。
虽然动作还有些生涩，但那一股子杀气已经慢慢养出来了。
他们吃的不再是稀粥，而是掺了鱼肉碎的炒面糊糊。
肚子里有了油水，练起兵来也就有了力气。
徐立威站在台阶上看着。
“大人。”老根从旁边走过来，手里拿着一块硬邦邦的饼子,那是系统兑换的行军粮，
“这饼子太硬了，得用水泡半个时辰才能咬动，不过真顶饿，吃一块一天不饿。”
“能顶饿就行。”徐立威说道。
他转头看向王悍。
“王悍，你过来。”
王悍让新卒们继续站桩，自己跑了过来。
“大人。”
“之前让你挑的那几个机灵人，挑好了吗？”
“挑好了，都是本地猎户出身，跑得快，认路。”
徐立威点点头。他从怀里掏出一个布包，递给王悍。
“这里面是十斤精盐，还有两块茶砖。”
这茶砖是他从县衙库房的角落里翻出来的陈茶，虽然有些受潮，但在这个缺茶的时代，依然是硬通货。
至于盐，是他用系统积分兑换的少量样品。
“你带人往西边走。”徐立威指着远处绵延的大山，“去探探茶马古道。”
王悍脸色一凝：“大人，那边的路断了。而且山里有番人，咱们跟他们没交情。”
“就是因为没交情，才要去探。”徐立威说道，
“把这些东西带给遇到的第一个番人部落。告诉他们，严道县现在我说了算。我想跟他们做生意。”
“我要粮食和马匹。”徐立威盯着王悍的眼睛，"
